The play equipment was not maintained in a safe or sanitary condition for the children to use in that [broken seat, chipped paint]. CCF Handbook, Section 3.12, B and F Comments: Counselor observed broken seat and one seat with chipped black paint on tricycle track. Counselor observed that toys and picnic tables sitting underneath the shade trees has green substance which now needs cleaning, limbs need removing Red helicopter has chipped paint. 3.5 Outdoor Play Area A. The outdoor play area must be clean and free from litter, nails, glass and other hazards. B.
