Child care personnel did not comply with the facility's written disciplinary and expulsion policies. CCF Handbook, Section 2.8, B Comments: A teacher used a discipline method that was inconsistent with the programs discipline policy. According to the programs Staff Prohibited Behavior Policy, last updated on November 13, 2023, corporal punishment is prohibited and is defined as punishment inflicted directly on a childs body. This includes, but is not limited to, hitting or spanking, which is described as striking a child with an open hand on the buttocks or extremities with the intent of modifying behavior, regardless of whether physical injury occurs. The program immediately released the staff from her duties after learning about the incident. The facility did not have documentation to show completion of a Department approved five-hour early literacy and language development course for child care personnel within 12 months of date of employment in child care industry and/or the early literacy course documentation was not uploaded in the Florida Pathways/Registry. CCF Handbook, Section 4.2.2 and 4.5, C Comments: Licensing Specialist observed an employee missing the required five-hour literacy and language course. Employee has been in the industry longer than 12-months. Provider had employee start the training during inspection. Provider advised Licensing Specialist that employee will not return to classroom until course is completed. Technical assistance was provided from the Child Care Facility Handbook: 4.2.2 Early Literacy Training Pursuant to Section 402.305(2)(e)5., F.S., all child care personnel must complete a single course of training in early literacy and language development of children ages birth through five years that is a minimum of five clock hours or .5 CEUs. Early literacy training must be completed within 12 months of date of employment in the child care industry.
