Based on the preponderance of evidence, there is sufficient evidence to support that the operation did not notify the parents when there was an outbreak of lice.

The toddler classroom had one caregiver to 10 children ni care. The specified age group (SAG) was 20 months. The director made changes and moved the children to a classroom that had less children in care.

During an investigation, it was determined that the method that the caregiver reached and placed the children on the cot was inappropriate.

There were 2 classrooms which had the cots arranged with no space for the caregiver and the children to walk in between. This was corrected during the inspection when the director and caregivers moved the cots.
